This is to ensure that, if a ticket is opened via API, it can be continued via email.
These cases are useful when I want, for example, to receive a phone call on another system and make it become a ticket and continue via e-mail.
Another example is when I want to open a ticket via a form so that it calls an API and continues that call via email.
